He was until this year a Co-editor of Compare and is currently a member of the Editorial Board of a number of International Journals.. After teaching in London and Luton, he joined the University of Hong Kong (HKU) in 1976. From 1986 until 1992, he was Dean of the Faculty of Education and in 1997 he was appointed a Chair Professor in Curriculum Studies. His Deanship at HKU saw the Faculty double in size, the introduction of undergraduate programmes, a quadrupling of research postgraduate student numbers and the creation of the Department of Speech and Hearing Sciences. He served on the Education Commission of Hong Kong between 1988 and 1993, a period which saw significant education reforms. He joined the Hong Kong Institute of Education (HKIEd) in 2000 as Deputy Director (Academic) and was appointed as President in 2002. Under his leadership the institution phased out most sub-degree programmes, achieved degree awarding status, introduced Masters Programmes, and went through a major restructuring of both the curriculum and the academic structure. He left the HKIEd following a Judicial Inquiry in 2007, which concluded that he had been pressured to silence staff who were critical of Government policy.
